Rhode Island seems like one of the best places to be a supervillain because it’s close to two of the largest cities in the country and most of the world doesn’t notice that it exists. Also there’s a lot of ocean to hide an evil submarine and plenty of people who are probably willing to be cronies if you have enough drugs to provide to them.
